In order to reduce a large amount of crime, the goverment should have more policy to control the rate more tighter. Therefore, I cannot agree or disagree with your statement without considering the specific context and evidence for each case. However, bases on my knowledge, it seems that there is no clear or consistent evidence that harsher punishments alone can reduce crime rates effectively.

The percentage of crime in the night time always higher compare to day time. 
For that reason, the number of policeman in both places should increase at the night time from 5 pm to 9pm. 
In Newton, the table shows that the rate of criminal always high all days so they have to separate the source of policeman in to two groups for daytime and night time. Basing on the table, the time from 5 am to 9 am is they can set up less source of policeman.
In the other hand, the percentage of criminal in King's cross is very high at night time so they need to focus the source of police at night time and lower during daytime

They should also proactively explore remote residential areas or low living conditions because theft is more likely to occur in such places than elsewhere. The police should also conduct more research and analysis on the characteristics and patterns of the armed robbers, such as their age, and gender. This may help them identify and target the high-risk offenders and location more effectively.
