You can have a great setting,  great characters, but no matter what you do, how much people like a story depends solely on the plot. The plot is the point of the story itself, and if you don't have a good plot, you don't have a good story.  
No one reads a story because they like the setting, or even because they like the character. Plots are the reason people read story in the first place. They need a good storyline to follow. You can also have boring characters and a boring setting, but if you have an amazing plot, your story will still be amazing. Like if no one dies, then the book will be very boring. 
I get that characters bring emotion, but if they don't do anything interesting, then they are are not very good character. If there is a cool setting, but nothing interesting happens there, then the setting isn't as interesting.
