The first ever example was in “Hammurabi’s Code”, a collection of 282 laws inscribed on a stone pillar from Mesopotamia. One of those laws state that “if a man has destroyed the eye of a man of the gentleman class, they shall destroy his eye”. This law was where we got the phrase from. It was also a commandment found in Exodus 21:23-27. This belief was used in Ancient Rome, where the Romans used a law called the Law of Retaliation.
