Article 156 in the Treaty of Versailles also known as the Shandong problem regarded an area of land Germany had taken from China that Japan had later taken back. China entered the war on the promise it would get this land back from the German empire. In agreement with Japan's 21 demands China had to give this land to Japan, infuriating many Chinese and American people. This area of land was the Shandong peninsula coining the name the Shandong problem. The reason the Chinese wanted this land so bad was because Confucius the famous philosopher was born there.

Japan denies them, wanting to remain the only eastern countries sending soldiers. These laborers dug trenches, repaired and maintained vehicles, and worked in factories manufacturing goods for the war.
