The formation of NATO in 1949 altered the stability of power in Europe in the West's favor. Stalin wished his personal rival alliance to ensure parity with the west. The addition of West Germany to NATO in 1955 along with over a million more German troopers accelerated the want for the USSR to create a navy alliance. The USSR answered to NATO through growing the Warsaw Pact which was once a army alliance of Eastern European countries. The countries agreed to appreciate each other's independence and to defend each other in the event of war. Unlike NATO, the Warsaw Pact countries had been strictly dominated with the aid of the USSR.

They did not favor the humans to remain in Phnom Penh collectively because the residents have been too effective as a complete group. Pol Pot's main purpose was to turn Cambodia back into an agricultural society. He desired to do away with all "western thoughts and influence." In order to meet this goal, Pol Pot started out killing all of the trained humans in Cambodia, such as doctors, lawyers, teachers, politicians, etc. The Killing Fields are the areas of rural Cambodia where well over 1 million Cambodians had been taken to be killed or buried by the Khmer Rouge.
