The oobleck has a bunch of chains and they are interlocked. When you press on them fast they don't have enough time to spread apart. When you slowly touch it the chains have time to spread apart to become a liquid.

The oobleck acts the way it does because cornstarch is a polymer and it makes it harder for the liquid to move. It will also increase its reaction time.
The particles in the cornstarch have enough time to move away when less pressure is applied but when there is a lot of force there is not enough time.

Oobleck is a non-newtonian fluid, meaning it is not a solid or liquid it acts like both. The way that it works is when pressure is applied to the oobleck, the atoms compact and form a solid. When it acts like a liquid, there is no pressure applied and the atoms are not compacted.
