         <description><![CDATA[<div>In both the Han and Roman Empire they had the usage of water systems, roads, and tools. With the usage of their water systems, tools and overall other technologies, they wanted to find ways to improve them in order to benefit their society. Although similar attitudes about technology, one was more beneficial to its society than the other.</div>]]></description>

         <description><![CDATA[<div>During the classical era, both the Roman and Han empires invested in large-scale architectures  of the highest of quality since both economies were prosperous from agriculture and manufactured goods. These empires also shared in common their employment of complex water technologies and systems to stabilize their societies. However, while the Hans focused their water systems primarily upon laborers and energy, the Romans constructed these sophisticated structures to benefit the masses.</div>]]></description>

         <description><![CDATA[<div>Huan Guan is calling out the flaws of the government in how they use slave labor to benefit themselves rather than the people. He is also stating how tools would have better quality and use if they were to be made by those in individual families. Tools in earlier times were better quality than tools made later on. Tools now are rough and not as useful as tools before, and many common people have no choice but to use wooden tools due to the increased price of iron and salt. </div>]]></description>

         <description><![CDATA[<div>Plutarch being a Greek-born Roman citizen is stating what he saw during his time living in Rome about the leader, Gaius Gracchus. That the leader was engrossed about road building. It made him anxious whilst building the roads because he wanted them to display beauty. Which is why he made them equal an parallel in height. While they were attractive, they were beneficial to those who road on horses because he placed stones on either side to make easier access. But access was also made simpler for other citizens as well.</div>]]></description>

Experienced people is needed to work the water system in order for the technological innovation to last. Similar to Rome, they want to reinforce their current technology, such as that of aqueducts. Aqueducts are also useful in providing water to the people for private and public use. <br><br></div>]]></description>

He is trying to convey that the aqueducts benefit the masses and emphasize the significance of their structure. The Romans were proud of their abilities to increase economic activity through certain waterways and roads, while the Hans were more concerned about their citizens. Both empires also showed their similar opinions through comparison with earlier civilizations.</div>]]></description>
