         <description><![CDATA[‘Hard engineering is more effective than soft engineering at reducing flood risk’ how far do you agree with this statement?

Hard engineering can be far more effective at reducing flood risk than soft engineering as hard engineering, such as flood relief channels, work to either divert excess water form the main river channel meaning that there is less water in the channel and will reduce the height of the water therefore reducing the likelihood of flooding. In Boscastle, this strategy has been used effectively to divert water away from the channel running through the village meaning that risk of flooding is lowered. In contrast a soft management technique such as flood warnings do not actually prevent or reduce the Illinois of a flood, they simply give people pre-warning to evacuate or take precautions in the fold zone.
However, in some cases hard engineering is not always effective in reducing the risk of flooding. Often channel straightening may solve the problem in the immediate local area, but often results in water moving more rapidly downstream and can cause significant flood risks further down the river profile. In contrast soft management such as flood plain zoning are effective because it removes the land uses which would be most damaged by a flood and the land either side of the river will be of low value and floods will not cause significant economic damage or risk to life.
Therefore, in order to protect areas of high land value, hard management is the most effective form of river management, however can transfer the problems of flooding downstream whereas soft engineering works with the natural processes of the river so rather than stop flooding reduces the likely damage when it does flood.]]></description>
