The Land Ordinance of 1785 created a system in which plots of land would be available for purchase by farmers and other settlers who decided to come to the area. A system involving measuring lands by 1/2 miles and such, and then they were split up into plots, then towns, then they were sealed off and sold. A land populated by at least 60,000 could apply to become a state. These new states would be equal in both rights and power to the original 12 Colonies. The Ordinance of 1784 declared that one day, 5 new states would be created by a certain time for an eventual induction into the United States of America.
