(Rand 18).  The Council in the story are a group of high leaders that control the citizens and force them to do whatever they tell them.  In The House of the Scorpion, El Patrón is the leader of the drug and along with his farmers, "They ruled the drug empire that formed the border between the United States and Aztlán."
