It will take extra time to re teach the students what has slipped out of their minds, therefore they would have to relearn that the next year! If kids had shorter breaks instead of a whole summer one, teachers wouldn't have to their time, all the students would be smarter and be ahead for the following year. Most kids don't spend summer properly, they could be practicing flash cards or have there nose in a book under an umbrella. Buut.
