The party itself must penetrate society in ways that Western scholars called “totalitarian,” for other parties are forbidden, the state controls almost the entire economy, and political authorities ensure that the arts, education, and the media conform to approve ways of thinking. Mass organizations for women, workers, students, and various professional groups operate under party control, with none of the independence that characterized civil society in the West.

Attack or do away with old ways of living in tradition that are against socialistic, or new beliefs in order to make room for these new ideas and practices. For example in China many people carried around the "Little Red Book", containing quotes of Mao, that became highly popular and even was taught in school and became a resource people could base their whole lives upon. The "Little Red Book" began to change the traditional culture to destroy old ways. 

Choose leaders who enforce socialism such as China's top-ranking party members who enjoyed various privileges but were expected to be exemplars of socialism in the making by being disciplined, selfless, and utterly loyal to their country’s Marxist ideology.

Base ideas off of Marxist ideology, but with modern aspects!

End private property, class inequalities, racial and gender inequalities!

Industrialize the area! To have an economic increase, a government needs to have a centralized five-year plan, make the switch to a heavy industry a priority, create massive mobilization of materials and resources, and make the Communist Party have control with this plain
-To create Economic Development in the countryside, land reform is recommended.  State run farms could be resourceful so the peasants have a steady job that helps that pays them, as well has helping the community by constantly having a steady supply of food
- The goal of economic development is to create a communist society with a large degree of social equality.

To start you need to create a propaganda, make it a public process, showing people that the enemies are the ones who do not believe in Communism, and believe in Capitalist 

 also another step to take is arrest people, usually in the dead of night, and then  and sentence either to death or to long years in harsh and remote labor camps known as the gulag.

lastly one major step are guards must fan out across the country and attack local party and government officials, teachers, intellectuals, factory managers, and others they define as enemies
