The reason we think it is to inform or teach us is because it gives us facts. in the text it said  "More than 9,400 scooter rides landed in the hospital." Another fact is it is safer to ride on sidewalk's in parks, and schoolyards instead of rough bumpy roads like dirt roads. It is safer to wear safety gear because 85% injuries will happen to kids under 15 years old.
