It allows Congress to regulate foreign commerce, interstate commerce, and commerce with Native American tribes in the U.S. The Constitution  states four limits on the use of the commerce power. The first and second limit state that Congress cannot tax exports, and cannot favor the ports of one State over those of any other in the regulation of trade.</div>]]></description>

The first article charged him with perjury, and the second article charged him with obstruction of justice.</div>]]></description>

         <title>Amendments and Electoral Duties </title>

         <description><![CDATA[<div>Article 5 in the Constitution states that Congress may propose amendments to the Constitution by a two-thirds vote in each house, and they may call a national convention of delegates from each state to propose an amendment. The Electoral College consists of 538 members. To get elected as a President you need a majority of 270 electoral votes. If no candidate receives a majority of electoral votes the House may be called on to elect a President, and they must choose from the three highest contenders. Also the Senate must choose a  Vice President if no candidate wins a majority of the electoral votes for that office. </div>]]></description>
