This shows that most  greasers in their younger years did underaged drinking, and that they are hooligans, delinquent

"Greasy" tells us that they do not wash their hair and that it looks oily and gross. It could also mean that they use a lot of hair grease or hair gel to style their hair. This could mean that they use their money to buy products to style their hair rather than using the money to cut their hair.
