Hrothgar is allowing Beowulf to fight his battle for him because he desperately needs the help (not that he's willing to admit that to Beowulf). Before the arrival of Beowulf, Hrothgar had resorted to "sacrificing to the old stone gods" (lines 90-95). However, the only reason that Hrothgar is willing to admit is that Beowulf 'owed him one'. He sites reasons such as "the reception your father found at our court" (line 192). This referring to Beowulf's father Edgetho who was accepted by the Danes in a time of stress.

I believe that Hrothgar allowed Beowulf to fight his battle for him against Grendel because he didn't know what to do. He had tried everything else, and his throne was in danger. The word of him letting Grendel run all over him was spreading throughout other kingdoms. "His misery leaped the seas." [ lines 64 ] And that was how Beowulf was able to hear about it and make his break. Plus, Hrothgar felt like he owed Beowulf a favor, because he gave his dad shelter when no one else would. "I bought the end of Edgetho's Quarrel." [ lines 204- 205 ] Ultimately taking all the credit.

He knew Beowulf was of royalty and his reputation made the king confident in his battles. However, Beowulf was smart at the way he asked the king to complete a battle. Beowulf made it seem like he was doing the kings a favor, almost like a quest, and coating the king with sugar, so he could get his way.
