Specifically this propaganda serves to "other" Jews and makes them out to be culturally, morally, and biologically different from "aryans." In this story, the Jews are "poisonous mushrooms" that might look like other, safer mushrooms, but are actually "deadly."

The purpose of this propaganda statement was to encourage the Hutus to continue in the genocide of the Tutsi population. The Rwandan Genocide was the large killings of Tutsis, who were the minority in the country. A large amount of Hutus began killing the Tutsi, and this statement was used to encourage them to kill even more Tutsis. "Completing the task" would be the death of all Tutsis in the country, which to many Hutus, was the goal.
