He wanted to get rid of this guilt by persuading Proctor to sign. He knew he did wrong, and that "there is blood on my hand". Guilt makes a person feel terrible about themselves. Just like an issue that was recent with Trump. He decided to end DACA. Trump is of higher authority, and he made this decision. He later on said that he gave Congress till March to make a new decision up for this young people. If Congress didn't come up with anything he would rethink his decision. This just shows how he felt personal guilt because many said it was a cruel decision.
