In places that have soil rich in nutrients, and plant growing climate, crops are most likely to grow better. Civilians gather/harvest the food that was grown and either sell them to profit off it or they store it for the winter. Crop production is a huge part of survival because without farmers and people that grow crops, we wouldn't have food to buy. The rest are all cons, the first one is that on average natural disasters kill 45,000 people per year. The second and last one is that disasters cause people to flee from their countries with nothing.
