The characteristics of good governance is one that is effective and active in serving the people's needs. Singapore is an example of a country where governmental activities are frequently reviewed. One example is the White Paper on Singapore's responses to Covid-19 which breaks down and justifies why the government implemented the policies they did. This signals that the government is competent in responding to such situations so as to provide for the people's needs, giving the people the reassurance of a good governance. Therefore, checks on power are a necessary part of a good governance which comes hand in hand with other ideologies such as democracy, as it heightens the people's awareness of the government's activities.

checks and balances ensures that there is no concentration of power, which may result in the oppression of the people. With checks and balances such as social media, citizens can voice their opinions on actions of the government through new and old media, hereby keeping the government in check regarding the needs of the people, and the government is able to take action

eg.

checks on power are necessary for good governance as they serve to prevent the abuse and concentration of power. good governance ensures that individual rights are protected and without checks and balances, some sectors of the government may be overpowered. therefore they will prioritise their own political agendas instead of what is truly necessary and beneficial for the country. this can be exemplified by the excessive military influence in political decisions in pakistan. additionally, there is religious discrimination due to corruption. this prevented protection of individuals rights hence hindering good governance.

Checks are not necessary for good governance as it might be redundant to good governance. Although checks on power may exist, the government may still choose to govern the country they want to and ignore the checks, which make checks not necessary in the governance. In Pakistan, although checks on power exist theoretically in the media and external advisor, the Presidential powers would allow him to promulgate an ordinance if he is satisfied that circumstances exist which render it necessary to take immediate action

Checks on power are necessary for good governance as they help to build the trust of the citizens in the government. This is vital because cooperation between the citizens and their government increases the success of policies. As the people are more likely to believe that the government has their best interests at heart, they would also be more receptive to policies that are implemented and hence increase the effectiveness of these policies. For instance, Singaporeans generally have trust in the government due to the numerous checks and balances in place. As such, many of the government's policies have achieved success, with one prominent example being that of the Covid-19 vaccination programme. Despite the initial hesitance, most Singaporeans still promptly received their vaccinations, resulting in the Singapore government being able to quickly minimise the spread of the virus. The efficiency with which the government was able to do so would likely not have been achieved without the trust and cooperation of the citizens. Hence, checks and balances are indeed necessary for good governance.

Checks on power can reduce corruption, leading to efficient and fair societal progress. The fraudulent conduct by those in power often ensue in low political transparency as such leaders are not being held accountable. With the misuse of funds and skewed policy-making, the well-being of citizens is compromised, and only those in power enjoy a higher standard of living. An apt example of this is the 1MDB scandal in Malaysia. The nation’s former prime minister Najib Razak was charged for a multi-billion dollar graft scandal at state fund 1MDB. Funds meant for the development of Malaysia was siphoned out, leading to lower economic growth of the country, thus resulting in lower standards of living for the citizens.

In urgent situations that call for timely responses, overly complex and time-consuming processes of checks and balances are arguably not essential and in some cases may even hinder the efficient functioning of the government, which is a key component of good governance.

In times of crisis where swift decisions are required by the government to ensure the safety and well-being of the citizens, having to go through complicated approval processes before enacting measures or policies will only serve to delay the responses needed to address the situation. A prime example would be of how China was able to respond promptly when the COVID-19 virus first broke out in Wuhan and spread rapidly throughout the population. Due to China being a one-party state, primarily ruled by the Chinese Communist Party (CCP), was able implement seemingly drastic but necessary measures such as lockdown and restrictions on people’s movement with little resistance, measures that proved essential to minimising the devastating impact of the coronavirus on the local populace as well as the global population in the early stages of the outbreak. Had the Chinese government needed to go through a tedious process of debating the benefits and drawbacks of each action it intended to take with numerous other parties, it would be far more unlikely to have managed to mount such a quick and effective response to the imminent peril posed by the coronavirus. As such, checks and balances may not always aid the governing body in formulating effective countermeasures when immediate action is required.
