Ten Frames

The strategy I have found most essential is building a robust understanding of numbers 5-10 on the ten frame. This allows for the quickest mastery of the 5-wise facts. Then I make sure they practice these facts until they are automatic. Without a base of known facts it's hard for kids to make progress.
