SQA and Scottish Education- as it would require everyone to take highers- the curriculum for exam s4/5 would need to be adapted to fit everyone.

what do you think will be likely concerns- students engage less in education as they feel forced- and people who actually wanted quality of education to further themselves, they then receive less support as students who aren’t interested are disruptive or unbothered about outcomes

what evidence sources need to be consulted-

studies on quality of education when children leave and where this leads them too- growing up in scotland - part of their study includes ages and and amounts of qualifications students leave with, and comparing this to outcomes if children are allowed to leave but given support to enter work.
