B.From 1950s to 1980s,The government and private companies were both building houses  to keep supply high and prices low,but after 1980s,the government stopped building houses and the private companies started to only build the houses.This caused the houses to become more of an investment and now since the houses are now auctioned to the highest buyer,causing the prices of the houses and flats to go up.
3.Build more houses!Just let the government build houses again to compete with the private developers so that the houses are treated more like a commodity so that the prices of the houses can go down along with the rents so due to building more affordable housing and solving poverty as it allows the people in the house to actually afford paying for rent
