There are 4 in the center, then 1 in the center that holds the 4 small squares. Then if you look on the left upper corner you can build one from that corner to the small center right square. This is the same on all 4 sides. There is also one large square around the outside and 4 small on the outside corners. 
    When taking a second look I found 4 more squares in the middle that extended to the outside on the top, bottom, and sides.

Here is what I saw: 
    *1 large square
    *4 small squares in middle
    *1 medium square made up of the 4 squares in the middle.
    *4 small squares in the corners
    *1 square made up of 5 small squares and 2 rectangles- right top corner
    *1 square made up of 5 small squares and 2 rectangles- left top corner
    *1 square made up of 5 small squares and 2 rectangles- right bottom corner 
    *1 square made up of 5 small squares and 2 rectangles- left bottom corner
    *1 square made up of 1 rectangle and 2 squares- left side
    *1 square made up of 1 rectangle and 2 squares- right side
    *1 square made up of 1 rectangle and 2 squares- top side
    *1 square made up of 1 rectangle and 2 squares- bottom side
    This totals up to 18.

    **If you can fold the rectangles in half to make squares, that would make it 18+8 for a total of . :)

If you decided the rectangles evenly with the other squares it would make 16 equal squares and then the one big square that makes up the entire picture. Then also if you combine the restangle at the top middle with two of the squares you have a bigger square, the same for underneath. I feel like there are probably many different ways to view this. This will be a great activity for my new grade level next year. Will you be sharing the correct answer?

    I feel confident. It was easier for me to draw it out on paper and use colored pencils to visualize the squares.
