I would think that people just carelessly threw out their trash and trampled the flowers. We should clean up the area and replace the flowers, putting up a sign would be useless so cameras would be better. Once we find who did it, hold them accountable and scold them. We should set up a security system or a sign that says NO Littering past this point.
