Food safety control :

They are in charge of food surveillance and help manage food incidents for example investigation of food poisoning outbreaks at food premises), and also conduct inspections and tests on live food animals.

Maintaining public hygiene :

They provide cleansing services for the public, for instance street cleaning, waste collection in neighbours and removal of illegal posters. They also provide public facilities like public toilets and bathhouse facilities for the public

Hawker management :

The department issue legal licenses for hawkers and relocate eligible street vendors to regulate markets and also conduct raids against illegal hawking and obstructed sidewalks.

Hospital authority

1. managing and controlling the public hospitals

2. responsible for promoting, assisting and taking part in education and training for people who involved in related services or hospitals

3. provide recommendations to the Secretary for health appropriate policies on fees for the use of hospital services by the public

Fire Services Department

Mass Transit Railway Cooperation

1. efficient/ convenient rail service serving different areas in hk, reducing the problem of traffic jam or pollution.

2. offers different services to passengers/ customers like ticketing or information services

3. it has service expansion like developing or extend new railway lines to satisfy passengers’ needs. (eg. it operates the Airport Express, a dedicated high-speed link providing the fastest connections to Hong Kong International Airport)

The Hong Kong Trade Development Council

Functions:

1. promotes H.K. as a global trading hub, organising trade fairs and business matching activities to connect local businesses with international markets.

2. provides valuable market information and analysis to help businesses understand market trends, opportunities, and challenges.

3. offers resources, training, and advisory services specifically tailored for small and medium-sized enterprises.

Hong Kong Observatory functions:

1. issuing weather forecasts and warnings to inform the public about current and upcoming weather conditions (e.g. typhoons)

2. conducts research and monitoring of climate trends in Hong Kong and the surrounding region

3. promotes public awareness of weather and climate issues through educational programs, exhibitions, etc.

Urban Renewal Authority (URA)

1. proposes redevelopment projects with the aim of extend the lifespan of the building by improving the living conditions and the infrastructure

2. pull down old buildings and release land resources to ease the overcrowding in the old urban area

3. provide a better living environment for the residents by redeveloping the area that is suffering from urban decay

Government departments are majority-owned and operated by the government. They aim to serve public interests and needs through providing essential goods and services. Public Corporations, on the other hand, are owned privately and are open to public investments. Shares of public corporations are held by different individual investors.

Hong Kong Exchanges and Clearing Limited

Functions:

1. Operates securities and derivatives markets in Hong Kong.

2. Provides listing, trading, and clearing services for companies and investors.

3. Promotes Hong Kong as a global financial hub.

Since government companies are mostly owned by the government, government companies usually receive financial support from the government. Meanwhile, public corporations raise their capital by themselves, through investments.

Private enterprises have owner authority. The owners of a private company can make critical decisions themselves rather than consulting with other shareholders. However, public corporations have loss of control. It is required to be accountable to the shareholders and have to manage their expectations, with no freedom in making critical decisions.

A government department is fully owned by the government and follow strict government rules and regulations. Meanwhile, a public corporation is government-owned businesses which are accountable to the government but with more freedom and independence than a government department.

private enterprises are less vulnerable to hostile takeovers compared to public ones.

Private enterprises could not invite public subscription for its shares, and its shares are not freely transferable, resulting in quite a controlled ownership, allowing for stronger control and decision-making, and reducing takeover risks, as their shares are only accessible by specific ways, not easily accessible in the stock market.

Comparatively, Public enterprises face higher risks due to widely traded shares.

Public Corporation: This entity operates more like a business and is established to provide specific services or products, often with a focus on financial sustainability. While it may receive government funding, it is expected to generate revenue and operate independently, often with a degree of autonomy from the government.
