This act was reauthorized and renamed in 1990 to the Individuals with Disabilities Education Act (IDEA). The reauthorization of the act recategorized disabilities and added traumatic brain injury and autism to the act. It defines assistive technology as "any item, piece of equipment, or product system, whether acquired commercially  or customized, that is used to increase, maintain, or improve functional capabilities of individuals with disabilities." The act was reauthorized in 1994 to change funding objectives, and in 1998 was renamed the Assistive Technology Act. In 2004, the act reauthorized programs in all states and set program services to provide consistent services in all states.

It would provide access to public telecommunications and other services/accommodations. This act would ensure that telephone companies provide services for those who are disabled, especially the deaf and speech impaired. In 2008, the ADA was amended to make changes to definitions, although the main purpose of the act stayed the same. The law defines a person with a disability as such : 

  • has a physical/mental impairment that substantially limits one or more major life activities;
  • has a record of such an impairment;
  • is regarded as having such an impairment.

This did not extend to the housing market, and in 1968, amendments were made to expand the act to the sale, rental, or financing of housing based on the same categories, as well as the "handicap". This Title VIII which was added is also known as the Fair Housing Act. The FHA was then again amended in 1988. In regard to assistive technology, this act implies that there is a need for more students with disabilities to have access to AT, if it is deemed necessary for their education. 
This act received some controversy as it would penalize schools that did not show improvement (eg. standardized testing).
