They wanted to become an official government. At the time, the colonists' saw themselves as British, with all the rights of the British. However, after all confrontations with the British, the colonists questioned  if they were really given all the rights they deserved. In June 1776 the Congress hired five delegates to write the declaration of independence. They were known as the committee of 5. After several weeks Thomas Jefferson completed the draft.
