A plan is the manner in which you intend to accomplish something. It is broken down into the sub-parts of actions and strategies that will move you toward the realization of the intended outcome. It is a strategic pathway that need course correction when data indicates that the designed pathway is not producing the results you intended.

A plan, whether executed individually or in collaboration with others, is anchored by one or more desired and intended outcomes/goals. The process for achieving the outcomes is clearly outlined, including steps, owners, leading and lagging indicators of success, and progress checkpoints (so that course corrections can be made as necessitated by point-in-time leading data).

@ Roxanne- That term "designed pathway" does something for me. It captures the essence of the "how." @ Marci - What resonates with me about your statement is that it includes the term "hopes." I haven't heard that in a while. I talk about aspirations and desired outcomes. They sound so canned and impersonal. Hopes, on the other hand, are quite personal. That pushes me to think about how we are intentional in coaching networks or districts in designing pathways that look beyond the numbers to the "human-ness" of the technical and adaptive work that will lead to improved lives, not just improved numbers. Thanks ladies.

Dorith: The Business Dictionary defines a plan as a "Written account of intended future course of action (scheme) aimed at
achieving specific goal(s) or objective(s) within a specific timeframe."
In addition to the business definition, I would like to add from my own thinking that the
core of the plan is the agreed upon guiding principles that research has
stated will achieve the most leverage towards student achievement and/or have a
strong positive impact on culture and/or governance. It must embody language
that is clear and stakeholders must have a shared meaning and understanding of
the language utilized within the plan.

It represents the core beliefs and expectations around student learning
outcomes. This plan also represents what the district has chosen to center their
collective efforts around.
Accountability measures and monitoring should be embedded throughout the plan.

A plan is a term that is loosely defined. I plan can be a simple thing, or it can be very complex. Depending on the intended goal, a plan can be a simple set of steps or an elaborate and detailed plan of action. In my mind, the more specific and actionable the plan is, the more likely the plan will be completed. In other words, those that create the plan must know WHY the goal is important, WHAT will be done, WHO will complete each task, and WHEN the task must be complete. Without set, CLEAR expectations, a plan can simply fall through the cracks and never reach the intended goal.

Rick: Webster seems to capture what it is. What it's _like_ is perhaps as/more important: A plan needs to take into account the context in which it will operate. It needs to be realistic and reflective of the people and systems that will be required to carry it out. It needs to demonstrate cognizance of both intended and unintended outcomes. Above all, it needs to be coherent horizontally (now) and vertically (in the longer term). It must navigate the precarious balance between focus and sufficiency. It must create and sustain a sense of efficacy in those carrying it out and those impacted by it. It must engage the system at various levels and make clear how each supports and is accountable to the shared end. It needs to be anchored in a deep understanding of what is most likely to work, the expenditure of resources(human, social/emotional, financial, time) required to fully implement those things, and the expected/actual return on investment. To really evaluate a plan one has to have a sense of the synergetic whole of how this all comes together - its Gestalt.
