         <description><![CDATA[<div>1.France and Britain continued to steal cargo whilst wars raged in Europe during his second term,<br>2.In order for America to stay neutral, Jefferson drafted and pushed a law called the Embargo Act which made many of the citizens mad<br>3.This resulted in a downfall to the US economy due to the fact the Americans relied on the British<br>4.Two years later, Jefferson replaced the act with the Non-intercourse act of 1809.</div>]]></description>
