         <description><![CDATA[Finland has a parliamentary democracy with Parliament acting<br>as the legislative power. The cabinet acts as the executive power with the Prime<br>minister acting as the head of government and the president acting as the head<br>of state. In Finland, there are no existing tensions occurring between the<br>federal and local governments. In Finland, there have been cases of devolution. Finland’s<br>devolution comes from a civic awareness and a democratic spirit. For example, the<br>Finnish government has chosen to give significant autonomy to the Aldan Island<br>that is home to a group of people speaking the minority language, Swedish.]]></description>
