The solution I could think of for this problem is to have an alternative source of power asides from the hydroelectric plant from the Maria Cristina falls. The alternative source of enery I could think of is by windmill, or solar panel this way if there is a brownout occurring, one of these 2 energy source will provide electricity while the hydropower plant is being repaired. The downside for this is the cost that will be incurred as well as the effective area of the alternative energy source might be small and it might not be enough for the whole province.
