Use a harsh enough punishment to make it clear that this behaviour is stopped. Instill fear in the students.

-finding out more about Sam's situation to understand his situation/outburst and how he feels about the situation.
-Ask him to consider who he has affected by his behaviour
-clearly tell Sam that such behavior is not acceptable and give him tools to communicate such emotions
-After letting him share emotions and perspective, when he has calmed down, discuss how to move in 

-Talk to class about their behavior to find out why, instead of just lecturing?
