Intelligence can be programmed.
Computers can be considered intelligent because they contain and use information consistently. However, they cannot learn, which does affect certain opinions.
If intelligence is defined as the capacity or ability to gain and maintain knowledge or information, then most computers are not considered intelligent. However, a computer such as the one from War Games that can learn and evolve would be seen as intelligent.
On the other hand, if the attribute of intelligence is simply the ability to contain knowledge, rather than to gain more easily, most computers would be considered intelligent.
