Big brother is a conscious that the government wants people to have He represents the government always having an eye on the people. Big Brother is everywhere and they are constantly reminded of that.

We feel that the people of Oceania are influenced by Big Brother because the name seems friendly. Just like when you have a "big brother or sister," you look up to them and trust their option because you think they have your best interest in mind. When really, the people are so psychologically manipulated they do not realize his mistakes or his over-controlling tendencies.
