Suddenly wolf case them all. Katniss and Peeta try to climb up the huge amount, in order to escape the wolves. Cato is holding Peeta and preventing him from climbing all the way up. Katniss then fires an arrow in Cato's arm, so that he no longer is able to keep Peeta down. However, the game makers  announces that the rule of two possible winners, are now withdrawn. As neither Katniss nor Peeta eat the poisonous berries. For the game makers and the citizens of Capitol, an ending with no winners are not an option.
