Orthodox Jewish men wear this on their head and their arm during weekday morning prayer. One of the boxes(the hand tefillin) are placed on the left arm to rest against the heart - the seat of emotions, and the leather strap is wound around the left hand. Another box (the head tefflin) is placed on the head to rest upon the cerebrum.
