This is because, now, the states have very different populations, and since each state has two senators, the smaller states will have a disproportionately large voice in the politics.          <description><![CDATA[<div>ALE NYE<br>July 16 1787<br>Roger Sherman and Oliver Ellsworth established in order to balance presentation between states with differing populations.&nbsp;<br>Virginia plan for large population states and The New Jersey Plan for smaller states.&nbsp; This Bicameral congress is made up of the senate (2 reps per state) and the house of representatives (population ratio). The only issue now is the lack of representation between rural versus city due to the fact there is a much greater population in the city than rural area.This does not take into consideration&nbsp;representation of different  people within states. This plan did not pass the first time but passed barely the second time.&nbsp;<br>&nbsp;</div>]]></description>
