On April 22, 1793, the Proclamation of Neutrality was issued by President George Washington. The French were seeking help for their war with the British, but Washington thought this was a bad idea, since the Americans have just fought a war. He later created the Proclamation of Neutrality. It didn't allow American citizens to join or interfere with the war between the French and British. It made the Americans neutral in the war, it also secured British and French warships from American ports.

On 1791, a bill was passed that placed a special tax on whiskey. This provoked and angered farmers. On July, 1794, an event occurred that we know today as the Whisky Rebellion. Federal officers tried harder to collect the tax. Farmers protested by attacking tax collectors and setting buildings on fire. President George Washington later then found out about this. He sent an army to find the farmers, but they came empty handed. He later then made an announcement that if citizens want to change the law, they must do it in a peaceful manner like using the courts, and if they did not do that, the government will use force.

When Jay's Treaty was given to the French, they thought it was an attempt for the Americans to aid the British in the war against them. Due to this, they destroyed American ships carrying cargo to the British. On 1797, President John Adams sent a delegation to Paris to try to solve this problem. Charles de Talleyrand didn't want to meet with the Americans. However, he did send three agents to demand a bribe and loan from the Americans. The Americans refused and when Adams heard about this, he was mad. He called the agents X, Y and Z, the event is known as The XYZ Affair. Adams then demanded Congress to prepare for war.
