With reference to the .22 Shoot Programme (Sec 2 & 3):

(a) Identify strengths & AFIs in the .22 Shoot Programme.

Strengths

The Programme gives cadets real life weapon handling experience.

Live firing experience insufficient to allow cadets to shoot well. Those who don’t shoot well don’t know why or how to improve.

Good experience for the cadets to get to fire a weapon at an early age. Very good exposure.

Good training for discipline in handling of weapons

Authentic experience for cadets as they are able to handle a real weapon for the first time in their life (excitement as well)

Interesting and relevant for students. They look forward to it throughout the whole school year.

AFIs

Zero training prior to practice shoot and classification shoots

Daunting, overwhelmed in handling a real and heavy revolver.

Sometimes when other schools join our area for shooting, they forget to send TOs in uniforms to help. They might have done their duty at another time but it is common courtesy to send one uniformed officer at least as their studnts are shooting as well. We can work on this by requesting them to send one beforehand.

0.22 competition - only 2 live shoots( from sec 2 to sec 3) before competition. Not enough practices for potential cadets to
be competition grade. (Those representing school could be given some more practice shoot before competition)

5 UOPA points for competition. Very high for a 1 day event. Maybe HQ assumes that schools can have own training, like engage
external trainers or resource for competition. But this is the resource that is costly or not available to my school.

(b) Discuss how we can enhance strengths & improve AFIs.

Strength: FIs is very clear and meticulous in explaining every procedures during the dry shoot. However...

Perhaps just one dry practice session before the shoot is sufficient? Sometimes it is a bit hard to squeeze in a date just before the shoot.

Provide a feedback window during range shooting. Cadets shoot the 1st 6 rounds, target boards return to let them see their shots, FIs give reminders & guidance on good shooting techniques before shooting remaining rounds.

HQ to provide list of shooting vendors for schs to engage for shooting Comp.

Better work process / framework for schs to approach police stations for dry practice other than going to HTA.

Increase the number of bullets being shot or increasing the sessions.

Availability of practice sessions prior to competitions as not all schools have monetary access to take part in competition training

Sessions may be voluntary in nature.

I hope that some improvement can be made to the booking system. Can prebook the timeslot like ASTC. Unit will change the date if they cannot make it. Book a date that is nearer to date of the actual practice and classifcation shoot.

Kindly consider a mixed team for .22 shoot competition in view of the dwindling numbers in the recruitment.

(c) How can we make NPCC core values RISE more explicit in the programme?

FIs can do a training PowerPoint with embedded videos on good weapon handling, shooting techniques, range safety procedures etc. Use the video during Sec 2 & 3 weapon handling sessions.

Posters for RISE using weapons in them.

Emphasis on these values during sessions

More shooting opportunities at HTA for cadets will be good. Correct me if I'm not wrong, but vendors providing training for shooting are hard to come by and expensive to employ. Venues are limited too.

3 practice and 1 test shoots for each level per year will be sufficient. Maybe lesser for Secondary 1s.

Dry practice should be conducted at unit level. Possible to also train instructors and officers on shooting and conducting dry training?

Cadets have always looked forward to their classification shoots as it is their only chance to be able to hold a weapon and be able to shoot.

Cadets are filled with pride when they got their Marksmanship. Hence, we should take this as an advantage to capture the interest of cadets in our CCA. Give them more chance to practice and be good at it.

We should also increase the number of points awarded for everything that is related to shooting - competitions, classification shoots etc.

Shooting courses outside are very expensive and not all cadets gets a chance to experience it. This is where we need support from HQ as we cannot accomplish this at school level.
