Some flagship initiatives include the ASEAN Heritage Parks Programme, ASEAN SDG Frontrunner Cities Programme, and ASEAN Eco-schools and Youth Eco-champion Award Programmes.  ASEAN also regularly develops ASEAN State of Environment Reports and recently developed an ASEAN State of Climate Change Report to support evidence-based policy decision making process in ASEAN.

All these rich natural resources, however, is confronted with immense environmental challenges and stresses. Increasing population, rapid urbanisation and progressive economic development has led to increase demand and consumption of food, water and energy.

Since 1977, ASEAN has cooperated closely in promoting environmental cooperation among its member states and its partners. In 2015, ASEAN leaders adopted ASCC Blueprint 2025 which envisions an ASEAN Community that engages and benefits the peoples and is inclusive, sustainable, resilient, and dynamic.

Through the leadership of the ASEAN Ministerial Meeting on Environment (AMME), the ASEAN Senior Officials on Environment (ASOEN) together with its thematic working groups and the ASEAN Centre for Biodiversity, continue to identify and implement regional policies, measures and programmes to promote environmental protection and sustainable development. ASOEN also promotes coordination, collaboration and/or partnerships with other ASEAN sectoral bodies.

ASEAN continuously makes collective efforts in environmental protection through policy dialogue and harmonisation, research, capacity building, technical assistance, scaling up and replication of good practices across ASEAN countries; and awareness raising. 

Some flagship initiatives include the ASEAN Heritage Parks Programme, ASEAN SDG Frontrunner Cities Programme, and ASEAN Eco-schools and Youth Eco-champion Award Programmes. ASEAN also regularly develops ASEAN State of Environment Reports and recently developed an ASEAN State of Climate Change Report to support evidence-based policy decision making process in ASEAN. 

Moving forward, ASEAN is exploring ways to support the region’s transition to circular economy by taking into consideration the recommendations from the gap analysis study on circular economy for plastics. 

To further support ASEAN’s efforts to move towards into a more sustainable and environmentally-friendly meeting setup, ASEAN adopted ASEAN Guidelines on Green Meetings.

Guided by the Vision, the ASEAN cooperation on environment contributes mainly to the implementation of the following key result areas under the characteristic ‘Sustainable’ of the ASCC Blueprint 2025

The framework of ASEAN cooperation on the environment consists of AMME, ASOEN, and 7 subsidiary bodies/working groups. AMME meets once every two years and ASOEN and its subsidiary bodies meet once a year to oversee the implementation of ASEAN Strategic Plan on the Environment (ASPEN) and the ASCC Blueprint 2025. 

In order to support the implementation of the environmentally-related actions as stated in the ASEAN 2025: Forging Ahead Tigether roadmap, particularly the ASCC Blueprint 2025, ASPEN is being developed to server as a comprehensive guide of ASEAN of cooperation on the environment for the next decade that aims to contribute the promotion of sustainable development in ASEAN. ASPEN is planned to consist of action plans of the following 7 strategic priorities that cover major thematic areas of cooperation in environmental protection and sustainable development by ASOEN. Each action plan will contain selected programmers based on existing cooperation or emerging needs of ASEAN Member States. These programmers can be used as a guide in developing specific projects or activities with partners. The seven strategic priorities are nature conservation and biodiversity, coastal and marine environment, water resources management, environmentally sustainable cities, climate change, chemicals and waste, and environmental education and sustainable consumption and production. Ss environmental issues are often cross sectoral in nature and interlinked with other areas, the implementation of ASPEN is expected to contribute, directly or indirectly, to the implementation of other relevant strategic measures in the ASCC Blueprint 2025 and two other blueprints, APSC and AEC blueprints, as well as vice versa.
