The major of New Orleans Ray Nagin order mandatory evacuation on August 28 when Katrina briefly achieved category 5, which was a big disaster. Both places New Orleans and Louisiana food and water ran low and conditions became unsanitary, reports of looting, rape and even murder began to surface. President Bush declared September 16 a national of remembrance for the victims of Hurricane Katrina.
