         <description><![CDATA[<div>1890- First tax on morphine and opium.&nbsp;<br>1890's- You could by drugs and syringes out of catalogue.&nbsp;<br>1909- First federal law to ban non medical use of opium.<br>1914- Harrison act, regulation and taxation on opium production, distribution, and importation.&nbsp;<br>1919- 18th amendment ratified. Banned alcohol. volstead act- al capone.<br>1933- 21st amendment. repealed 18th amendment.&nbsp;<br>1937- Federal law to tax marijuana. Did not criminalize possession but made heavy penalties on not paying taxes on marijuana.<br>1970- Controlled Substance Act, regulated certain drugs. Five schedules of drugs used to classify them. ex: Heroin<br>1971- War on Drugs, Nixon,&nbsp;<br>1973- DEA (drug enforcement administration)</div>]]></description>

         <description><![CDATA[<div>NH- heroin and fentanyl. Drugs deaths have skyrocketed in New Hampshire. The state is second to last, ahead of only Texas, in access to treatment programs. In 2014, 326 people died from an overdose of an opioid. Deaths from heroin overdoses have more than tripled since 2010 and are double the rate of deaths from cocaine. West Virginia has the highest overdose death rate in the nation. New Mexico has a bad heroin problem and it passes down the generations.</div>]]></description>
