  3. After suffering their cataclysmic defeat at the hands of Mao’s Communists, Chiang Kai-shek’s forces retreated to Taiwan and abandoned their stations in the South China Sea.

    1. The ocean limits should be distributed equally to all countries directly affected. 
    2. All countries should have access to free access of the territory equally, but not claiming it as "theirs"
    3. Countries should get to an agreement where everyone uses the territory equally, and everyone benefits from it.
    4. The United Nations should define how the territory will be distributed and which countries may use it, possible exporting fees and commercial regulations
