I think, this is a difficult topic. Formal leaders have powers due to their position, non-formal leaders do not have. This brings them in different positions. Of course shared leadership can and perhaps should flatten out these differences, but they are given by the structure. So a vision or mission can be proposed by teachers etc but have to be set into place by a formal leader. Best thing is, if the formal leader is in line with the other working on projects and developments, then there is no problem. As soon the support is not given by formal leaders, then the project most probably won't be successful.

With students it is a little different, because they always work with a teacher motivating them and rewarding them for their success. Of course things like peer or self assessment are good tools, but at the end of the day learning always will be exam and certificate focussed.

Some elements will just follow or watch or refuse or even oppose.
The question can be reverse : how a school vision or mission can help everyone to interact efficiently.
Two options : if a positive or constructive thought is developped, formal and non-formal leader can build on it to enhance it and to have clear mission or vision. To accept that discussions and actions even made independently can support the school mission.

I believe that in the planning, development and evaluation of school activities, everyone must be involved in achieving the objectives: parents, students, teachers, community.

A school is a structure with three basic components: family, students and teachers. If they work in co-operation, success is inevitable, but often this co-operation does not work well. In our country, especially the official leadership works quite differently. It is more of an organising, clock-setting and crime prevention task. When we do this, we start to move away from the main goal.

In order to have a successful school environment you need to have shared leadership and visions from all stakeholders. You need to include not just teachers, students, staff, etc... but you should also have community stakeholders and family members involved in making sure that our schools are evolving with changes in education viewpoints and visions. We need to ensure that everyone feels that they have say in our education.
