This problem could be solved if the separate clans made the decision to equally represent each other in a parliamentary form of government as so that each tribes needs are met relatively equally. In regards to tribal lands this problem could be resolved by giving either equal sized lands for all tribes OR by giving land based on the population of the tribes as so that the tribes land needs are met in regards to their size. Other countries have tried to help in controlling the country but aren't affected by the fighting themselves.
