The places they lived in had no plumbing, or cooking facilities of any kind. The food was rationed out at an expense of 48 cents per person, leaving many starving. Overall in the camp, there are 54 barracks into 36 blocks. These contained about 200 to 400 people. (As the war prolonged the depiction of the Japanese people became more murderous and threatening and this is one example. Also the broken English in the yellow text box mocks the Japanese Intelligence.) 
After the bombing of Pearl Harbor President Franklin D. Roosevelt declared war on the Japanese and the Germans. This incident was the commence of anti-Japanese propaganda. Anti-Japanese Propaganda was used to dehumanize, antagonize, and create this sense of fear of the Japanese people and the Japan.
