Digital inclusion or exposure refers to the ability of individuals or communities to access, understand, and practice digital technology in daily life. This concept encompasses the availability of digital devices, reliable internet connectivity, and the digital literacy skills needed to optimize the benefits of technology for individuals and communities. Therefore, it becomes the foundation for socioeconomic development, education, and innovation in this IR 4.0 era.Thus, the Malaysian government has implemented the Peranti Siswa program with the aim of bridging the digital divide among students at every level, from primary schools to higher education. Through the provision and exposure to devices for students, this program can support efforts to enhance digital inclusion in the country’s education system through direct access to technology. It directly optimizes online learning and research and expands access to a wider global audience.

1. Accessibility:

   
   

   Infrastructure: Reliable connectivity, internet connectivity at schools, and communities.

   Affordability: Exploring subsidies or alternative financing models for devices and internet access, making it all really very affordable.

   Accessibility for People with Disabilities: Design devices and digital platforms to be inclusive of people with disabilities.

2. Digital Literacy and Skills Development:

   
   

   Curriculum Integration: Integrate digital literacy and skills development into the national curriculum at all levels.

   Teacher Training: For the development of the teachers' capability to integrate technology into their teaching effectively.

   Life-long Learning: Extending the programs for digital literacy among adults in developing better employable services.

3. Content and Resources:

   
   

   Local Content Development: Support the creation of high-value, locally relevant digital content.

   Open Educational Resources: It is important to encourage OER in order to enhance potential access to educational materials.

   Libraries: Establish full-stocked digital libraries, and maintain them by stocking a wide range of resources within them.

   Data Collection: Collect data on digital inclusion indicators to monitor progress and identify areas for improvement.

   Impact Assessment: Periodically assess the impacts of the policies and programs regarding digital inclusion.

   Evidence-informed decision-making involves using data and evidence to support decisions about policy and resource allocations.

1. National Strategy for Digital Inclusion: To have a robust national strategy guiding the way in all sectors toward digital inclusion.

2. Multi-Stakeholder Collaboration: Encourage collaboration among government, private sector, civil society, and academia in solving the challenges of digital inclusion.

3. Sustainable Funding Mechanisms: Create mechanisms for sustainable funding to ensure long-term digital inclusion.

4. Policy Review and Adaptation: Review and adapt policies on a regular basis to address the changing digital landscape.

1. Poor quality of the device
For instance, some people say that the provided tablet or gadget is of poor quality and performs poorly, which could not be sufficient to meet learning requirements like document editing, online classes, and other demanding work.

2. Device Delivery Delay

Particularly for students in remote regions, the deployment of devices is frequently delayed.

3. Inconsistent Internet access
For instance, many students, particularly in rural and rural locations, struggle to get a steady and fast internet connection even when a device is provided.

4. Leakage or Device Abuse.
For instance, there are instances where devices are resold by careless recipients or used for non-learning activities.

5. Logistics and Infrastructure Challenges

Poor road infrastructure is one of the major logistical obstacles to device distribution in inland locations like Sabah and Sarawak.


6. Program Awareness and Knowledge Issues
For instance, some students, particularly those who are not digitally active, are unaware that this program exists or know how to apply.

In conclusion, the Peranti Siswa program has made a significant positive impact in bridging the digital divide and successfully strengthening and supporting the digitization of education today. To achieve optimal effectiveness, the strategies outlined must be taken seriously so that national education policies and systems align with current needs. Among the strategies and policies refined are setting clear goals and objectives, providing training and support to educators and students, ensuring sustainable financing, and so on. However, in designing effective strategies, various challenges cannot be avoided, such as the quality of devices, delays in the availability of digital infrastructure and devices, misuse of devices, and the like. Therefore, several solutions have also been considered to address future challenges. Among them are developing quality devices according to current specifications, improving internet connectivity in rural areas, strengthening the implementation of existing policies, and so on. With these measures, it not only ensures the success of this program but also guarantees significant digital education benefits for individuals and communities in the future.
