         <description><![CDATA[<div>-Do current or forecast conditions allow or preclude safe operation for the anticipated times of departure and arrival, plus or minus one hour? Consider available aircraft equipment and pilot certification versus runway wind favorability, visibility and ceiling, and approaches available. For example: what if the favorable runway has an ILS that is out of service, leaving only RNAV or LOC approaches? Approach minimums would likely be adversely affected and may exceed current visibility and/or ceiling.<br><br>-May current or forecast conditions require extensive lateral flight path deviations? Is there a chance the destination airport's weather will degrade? Anticipate inreased fuel consumption due to increased flight length or possible holding.</div>]]></description>

         <description><![CDATA[<div>-Use all available means to monitor field conditions at planned destination. Modern aircraft can make use of XM Weather or in-flight WiFi while legacy aircraft can contact Flight Service Stations or Flight Watch if below 18,000 feet.<br><br>-If there is any doubt about the safety of flight, whether enroute or anticipated upon arrival, consider holding or a diversion.<br><br>-Holding requires awareness of remaining fuel endurance, fuel consumption from holding point to both the destination and alternate airports plus 45 minutes of reserve fuel (for IFR operations), and awareness of the risks associated with holding in icing conditions.<br><br>-Diversions MUST be executed when there is a risk of arriving with less than legal minimum reserve fuel.</div>]]></description>

These professionals have years of experience analyizing weather and are quite adept at anticipating weather scenarios.<br><br>-Never commence operations hoping that conditions improve; the most conservative opinion or viewpoint should make the call.</div>]]></description>
