Event:
Yalta Conference

Date:
February 1945

Summary:
During ebruary of 1945 the big three, which included Stalin, Churchill and Roosevelt, met in the Yalta as the allies pushed towards a victory against Germany. For eight days the leaders discussed not only the fate of Germany but that of the postwar world as well. Various compromises came out of the Yalta Conference. The leaders agreed to require Germany's unconditional surrender and to set up four zones in Germany that would be occupied by America, England, France, and Russia. In addition they scheduled another meeting in San Francisco to establish the United Nations and Stalin agreed to permit free elections in Eastern Europe and to enter the war in the pacific against the Japanese. In the end though this conference became controversial after Soviet-American wartime cooperation degenerated into the Cold War. Stalin did not come through on his promises of free elections in Eastern Europe and instead installed governments that were dominated by Soviet rule and American critics were charging Roosevelt, who died two months later, of for selling out to the Soviets at the conference.

Reasoning for Graph:
The Yalta Conference is a split responsobility between both nations. They both participated and came up with compromises on how Germany should be split, on the establishment of NATO, and free elections in Eastern Europe while also agreeing to join the war in the Pacific. While there were compromises that were stood by, there was still a lot of controversy on multiple agreements that had been made and is widely known as a major influence on why there were tensions between Russia and America make it an event that is equally responsible for this event.

Event:
Truman Doctrine

Date:
March 12, 1947

Summary: In 1947, Britain informed the U.S. that is would no longer be able to give the same economic and military assistance to Greece and Turkey that it had during World War Two. The Truman administration felt that both Greece and Turkey faced the threat of communism and quickly made an attempt to oppose the Soviet Union. On March 12, 1947 President Truman appeared before congress to announce his case. He asked that the United States assist Greece and Turkey in order to stop communism from spreading to the two nations. Truman requested 400 million dollars in assistance of Greece and Turkey and was approved two months later. The Truman Doctrine later became known as the official declaration of the Cold War.

Reasoning for Graph:
Both nations are at fault for the Truman Doctrine but more of it goes towards the U.S. The goal for the U.S. was to assist Greece and Turkey but that was because Truman's administration was scared that the two nations were going to become communists countries. America opposed Russia in order to stop the threat of communist spread and 400 million dollars worth of aid towards Greece and Turkey was approved two months after. So while both nations are responsible for this event the United States made more of an impact on the final outcome.

Event:
Marshall Plan

Date:
June 5, 1947

Summary:
In 1947, Secretary of State, George C. Marshall announced a recovery program of Europe which would give 13 billion dollars to Europe between 1948 to 1951. During the time that the Marshall Plan was in affect, America saw it as a generous subvention to Europe while the Russians saw it as an attempt to interfere with international affairs of other states and did not participate in the plan. Both Poland and Czechoslovakia were eager to participate in the plan but the Soviets were able to stop them from taking part. The plan itself promoted European economic integration and federalism creating a mixture of public organization of the private economy. This was very similar to the domestic economy of the United States and the reorganization of of the European economy provided a more congeal environment for American investment.

Reasoning for Graph:
The United States is a 100 percent responsible for the Marshall Plan. It was their president who decided to bring it to the attention of congress to help aid European nations with the 13 million dollars he requested. Even the goal of the Marshall Plan was to help shape the European government similar to the one of the United States to make investing easier for Americans. Besides keeping Poland and Czechoslovakia from participating in the Plan the Soviets weren't involved in any other part of the Marshall plan clearly making the United States responsible.

Event:
Korean War

Date:
1950-1953

Summary:
The Korean war was between the Democratic People's Republic of Korea in the north and the Pro-Western Republic of Korea in the South. This was the first military action of the Cold War and it began with around 75,000 Korean Soldiers. In July of 1950, America jumped in on the side with the South Koreans and felt it was a war against international communist forces. In 1951 though, the war became a stalemate as the U.S. were working to form an armistice with the North Koreans and countless lives were lost as the negotiations continued. On July 27, 1953 an armistice was finally reached. in 1951 an agreement was made where both sides accepted that the 38th parallel would be maintained but it wasn't until after two years of disagreement that an armistice was signed. It allowed POW's to stay where they wanted, South Korea was given 1,500 extra miles of territory, and created a two mile de-militarized zone.

The US government feared Castro because of his ties to Nikita Khrushchev, the leader of the Soviet Union. The CIA came up with a plan to arm and train Cuban exiles to invade their homeland and overthrow Castro to establish a non-communist government. On April 17 the trained exiles landed on a beech in the Bay of Pigs where they came under heavy fire and suffered many losses. Castro sent 20,000 men to defend the beech and the invasion came to quick end.

The Soviet Union was attempting to install nuclear missiles in Cuba which is only 90 miles from the US. Seeing the massive threat, President John F. The Soviet Union and China poured supplies into the north to take over Southern Vietnam and eliminate the American presence in Asia. In 1969 there was a total of 500,000 active US military personnel in Vietnam but with the growing cost and number of casualties, in 1973, US withdrew all combat units. The US president at the time, Eisenhower was assured by the CIA that even if one of the spy planes were shot down they had a self-destruct system and the pilot was told to kill himself. However, on May 1, 1960 the Soviet Union managed to capture Francis Gary Powers after they shot him down and somehow the plane wasn't destroyed leaving critical evidence that the US was spying on the Soviet Union. This mishap forced Eisenhower's hand into publicly admitting that it was indeed a spy plane sent to spy on the Soviet Union. 2 weeks later at a major summit, Khrushchev, the leader of the Soviet Union, yelled at Eisenhower then stormed out the summit

This sole nation responsible for this event is the United States because the Soviet Union had no part of the this invasion. The US feared that the new leaders of Cuba were pro-communism because their new leader, Fidel Castro, had close ties to the Soviet Union. Because of how close Cuba is the US, the US saw this as a potential threat and decided to support a rebellion to over throw. The Soviet Union had no say in this invasion and did nothing but simply have ties to the newfound government in Cuba. The US is completely responsible because they supported the over throw of a government who didn't threaten them in any way besides being close the Soviet Union.

Both nations decided to support one half of the war and therefor each nation is responsible for one half of this event. After Germany was split up and the western world gave the Soviet Union the eastern half, the Soviet Union built the wall to keep western, more democratic, germans out of the communist controlled East Germany. The US wanted to show off their might and bring the war to an end and they saw the fastest and cheapest route as dropping the Atomic Bomb. The Soviet Union had no part in the United States's decision to drop the bombs but it did have the effect of scaring nations like the Soviet Union because of the sheer power of the bomb.

Event:
Berlin Airlift

Date:
1948-1949

Summary:
After the end of the second world war the allies partitioned Germany into Soviet, American , British, and French occupied zones. The capital of Berlin was located deep in the Soviet zone but was also split up in to four zones and in June of 1948, Russia closed all highways, railroads, and canals from Western-occupied Germany to Western occupied Berlin. The Russians who wanted Berlin all to themselves and believed that by closing of all transportation methods into Western-occupied Berlin, it would be impossible for for the people who lived there to get food and other supplies. Russia believed this would eventually drive Britain, France and the U.S. out of Berlin. However the U.S. and the remaining allied nations did not back off. They began to supply their sectors of Berlin through the air. They used cargo planes with corridors to deliver food, fuel, and other goods to the people living in the western zone of the city. Over the course of the Berlin Airlift, France, America, and Britain carried 2.3 million tons of cargo. In the spring of 1949 it was clear this blockade set up by Russia was not working and on May 12, 1949 the blockade was lifted.

Event:
Establishment of NATO

Date:
April 4, 1949

Summary:
In 1949 the idea of communist expansion prompted the United States and 11 other western countries to form the North Atlantic Treaty Organization. Conflict between the Western Allies and the Communist Eastern Bloc began basically at the end of World War Two. Russia was overseeing the installation of pro-Soviets governments in many areas it had taken over from the Germans during the War. The Western Allies response was to find ways to prevent further expansion of Communist influence in Europe. The Americans then introduced the Marshall Plan and events following that made American leaders take a more militaristic stance towards the Soviet Union. In February 1948 a Soviet sponsored coup of the democratic government of Czechoslovakia and brought them firmly into a the communist camp. This then lead to U.S. leaders to agree on joining discussions aimed at forming a joint security agreement with their European allies. This process gained new urgency when the Berlin Airlift began in June of 1948 and on April 4, 1949 the discussion finally concluded. The foreign ministers of 12 nations in Northern America and Western Europe signed the North Atlantic Treaty which said that a military attack against any nations in NATO meant an attack against all NATO nations.

Reasoning for Graph:
The establishment of NATO is once again both the responsobility of the American as well as the
Russians. The Americans were the one that took major initiative towards forming this group of nations. It is the fault of the Russians for taking actions building up more and more tensions with the Western Allies. Without the need for the Marshall Plan and the Berlin Airlift the need for NATO would not have been that high of a priority but because of the actions taken by the Soviet Union, American leaders felt it was necessary to form this treaty with other nations. With that said both countries are at fault for this event.

The Berlin Airlift was 100% the Soviet Unions fault because they purposely cut off food and water supplies in an attempt to flush the western powers out of Germany so the Soviet Union and further increase their sphere of communist influence. West Germany was split up to the western powers after WW2 while the Soviet Union received the entire eastern half of Germany. The Soviet Union got greedy and wanted even more of Germany so they entered West Germany and attempted to cut off its ties to the western world but this also cut off food and water supplies forcing the US to drop supplies before the population died of starvation. This is another example of the Soviets forcing the United States's hand into reacting.

The Korean War was 100% the United States's responsibility because Soviet Union had no direct influence on the war but the US went to war with the North because they were communist and feared that there was a building of international communist nations that were coming together and once united, they would be too powerful for the western world to control. The US saw a rise in communism and wanted to stop its spread into South Korea.
